Belize did not simply wake up one morning and decide to take Guatemala to the ICJ. The road there passed through controversial proposals, maritime legislation, confidence-building measures, an Adjacency Zone, international facilitators and repeated negotiations. Understanding those steps helps explain why judicial settlement eventually became the agreed path.
